Please be advised ALL supporting documents within the packets listed below must be filled out by a Authorized Permit Agent, Licensed Contractor or Property Owner (If applicable).

• Authorized Agent Form (An Authorized Permit Agent form will be required for EACH permit applied for if the SagesGov account name does not match the name of the State Contractor license holder. The project address on the Authorized Agent form must be specific to the project address on permit application)
• Zoning Compliance Checklist (Required for Residential LDP, Residential Building Permits and Lot Modification submittals; For any questions or concerns regarding this requirement, please contact the Planning and Zoning Dept 770-288-7526 or pz_submittals@henrycountyga.gov) *Failure to accurately complete this checklist will result in denial of intake and possible review delays. Please review carefully.

Submission Process (Initial and Revisions):

• Please allow up to 5 business days (excluding weekends and holidays) for the Intake process.

• Applications submitted after 5:00 PM will be considered received the following business day.

• Once all required documents are submitted and the application has been reviewed, a Plan Review Fee will be added to the project. After receiving the Plan Review Fee, the project will be accepted for intake and routed to all applicable Plan Reviewers.

Review Process (Initial and Revisions):

• All projects must be reviewed by both The Planning & Zoning Department (770) 288-7526 and The Building Department (770) 288-6051. Commercial and Development project department reviews may vary.

• Each department has a total of 10 business days (excluding weekends and holidays) to complete their reviews.

• If either review is disapproved, the project must be resubmitted with revised plans and or corrected review comments, and the review cycle will begin again restarting review time.

• Once all required reviews have been approved, the Permit Coordinator will then add all applicable fees to the project. 

Additional Notes:

• Land Disturbance Permit (LDP): If the project involves clearing, grading, or leveling over 120 SQFT, a Residential LDP will be required. If so, the ES&PC inspection located on the LDP permit must be approved prior to the issuance of the Residential Building Permit. After receiving the approval for the ES&PC inspection and the permit fees have been collected, the Building Permit will be issued within 1-2 business days.

• If a project requires a Demo permit, please be advised the Final Inspection located on the Demo Permit must be passed before the issuance of New Building Permit.

Separate Permits:

• Separate permits must be obtained for each trade (Plumbing, Electrical, HVAC).

• Trade permits cannot be applied for until after the Building Permit has been issued.

Effective January 1, 2026
The Henry County Building Department will begin implementing fees for the issuance of Residential and Commercial Certificates of Occupancy (CO) and Certificates of Completion (CC).

Certificates of Occupancy (Residential & Commercial):

• Certificate of Occupancy: $75

• Administrative Fee: $25
  Total Fee: $100

Certificates of Completion (Residential & Commercial):

• Certificate of Completion: $25

Additional Information

• As of November 3, 2025, all Certificates of Occupancy must be picked up in person at the Henry County Building Department.

• If a copy or reprint of a Certificate of Occupancy or Certificate of Completion is requested after issuance, a $25 document fee will apply.

• Until January 1, 2026, Certificates of Occupancy and Certificates of Completion will continue to be issued at no charge while the new format is being implemented.

Effective January 1, 2025, basement/foundation wall inspections will be a required inspection. 

Land Disturbance & Building Final Inspections must be approved prior to the issuance of a Certificate of Occupancy (CO) or Certificate of Completion (CC).

Effective immediately, we will no longer be taking payments over the counter or by mail. All payments must be made through SagesGov.

Refunds:

All approved credit card refunds will be issued for the amount of the original purchase only. Credit card processing fees are non-refundable and will not be included in the refund amount, as these fees are retained by the third-party payment processor.

Alarm systems that are required to be installed pursuant to Henry County sprinkler system ordinance (Section 3-4-139) or NFPA 101 shall be full alarm systems.  Manual pull stations at each exit and horn strobe coverage based on the square footage of the structure (space) shall be reflected on submitted plans and installed according to approved plans.  Alarms system designs and installations shall apply to all initial construction (shell), conversions (interior, vanilla or white box) and classification changes that require sprinkler and alarm coverage. Please note the following for trade permits:

A) Trade permits for projects involving building permits cannot be issued until the building permit has been issued and all applications received prior to building permit issuance will be rejected.

B) Separate applications are required for EACH trade permit using the appropriate tile on SagesGov.
